Children aged 3 and 4 who are receiving state-funded early education may be eligible for EYPP if one or more of the following apply:

- Income-based Jobseeker’s Allowance
- Income-related Employment and Support Allowance
- Support under Part VI of the Immigration and Asylum Act 1999
- The guaranteed element of State Pension Credit
- Child Tax Credit (provided the family is not also entitled to Working Tax Credit and has an annual gross income of no more than £16,190)
- Working Tax Credit run-on (paid for four weeks after stopping Working Tax Credit)
- Universal Credit (with household net earnings of less than £7,400 a year after tax, not including benefits)
- Are currently being looked after by a local authority in England or Wales
- Have been adopted from care
- Have left care through a special guardianship order or a child arrangements order
